Mentions Russia's irresponsibility to the world community by shutting off the flow of oil to the Baltic region and the oil refinery in Lithuania in particular. He also stated that his statements will not start up the flow of oil. This is another display of Soviet attitudes and Russia's reluctance to join the World Community of nations as a Democracy.
